Directive (EU) 2016/681/EU of the Parliament and of the Council of 27 April 2016 on the use of Passenger Name Record (PNR) data, collected primarily for commercial purposes, was driven by the idea to create a secure Europe that respects the fundamental rights and freedoms of citizens. Pursuant to Section 8/A (4) of the Act, NIK performs the tasks of a passenger information unit.

Section 52/H(2) of the Act provides that the purpose of processing passenger data is to facilitate the prevention, detection, investigation and prosecution of terrorist attacks or serious criminal offences, which is achieved while ensuring fundamental rights, namely the right to privacy and the protection of personal data.

Risk analysis performed using PNR data also is conducive to identify individuals who had previously been outside the field of vision of the authorities. Hungary's Passenger Information Unit contributes to strengthening security in Hungary and Europe by processing and analysing around 12 million data per year, detecting accomplices and mapping criminal networks.
